From: Robert James Sent: 05 May 2023 11:38 To: MCC - Planning; Bingham, Kate Cc: Tracey Elmore Subject: Re: Invalid Notice DM/2023/00631 Attachments: NRW.pdf Application DM/2023/00631 - Holiday let unit, Glebe Cottage Hi Kate, Further to your recent email and queries raised, I have spoken to the applicants who understand that when the building was used as a dairy it contained a staff WC and wash hand basin facilities which drained via the existing drainage system and manhole to the septic tank. In addition, the dairy contained a bottle washing and milk cooling facility - again with waste water used for cleaning and cooling going to the existing system. The waste flows from the previous dairy use would likely have been very similar to those for the new holiday use particularly having regard to the new use being a more seasonal/intermittent use. Therefore there would be no material increase in phosphates. The existing septic tank and its drainage field were installed some time ago presumably when Glebe Cottage (formerly Parsonage Farm) was modernised and improved - we have no dates or information on this. However in recent discussions with NRW for the Exemption Registration, the applicant was informed by NRW that the existing system would be sufficient to serve up to 13 persons. The existing 2 bedroom cottage is to be extended with an additional bedroom - total of 6 persons, whilst the new holiday unit would be max. of 4 persons - a total of 10 persons. Sewage flows would be less than 2 cu. m. per day. Attached for your information is the NRW Discharge Exemption schedule for this site. I trust that information clarifies the situation. DM/2023/00631 - holiday let, Glebe Cottage I understand that the fee of 460 was paid by the applicants on this application on 27th April 2023. Tracey Elmore confirmed she had paid the planning fee as required ref. PP-12123239 - Email at 14.56 on 27/04/23. Could you please double check with your Cash Office., and if confirmed, re-validate the application. Thanks. With regard to the drainage queries raised I will go back to the applicants for more information on this, and hope to come back to you soon. It is noted that there is an existing Exemption Certificate from NRW for the site but we will also need to demonstrate that the proposal will not increase phosphates. As such, please could you provide more details on he existing and proposed foul waste flows. In particular, if the current private drainage has the capacity for the additional waste while still meeting the criteria in Version 3 of NRW's guidance (i.e. built to British Standards, drainage to ground, less than 2m3 per day, over 40m away from watercourse, 50m away from SAC).] Many thanks, Kate Maer neges e-bost yma ar ffeiliau a anfonir gyda hi yn gyfrinachol ac fei bwriedir ar gyfer yr unigolyn neu gorff yu cyfeiriwyd atynt yn unig.
